Changjiang Water Resources Commission (CWRC)
A professor-level senior engineer, Vice Commissioner of the Changjiang Water Resources Commission, Ministry of Water Resources of China, concurrently serving as Vice President of the China National Committee on Large Dams.He possesses extensive management and technical expertise in water resources planning, river sand mining regulation, engineering safety monitoring, and digital twin development. Mr. Ma has led the compilation of integrated basin plans for the Lancang River and other river basins, which were approved and implemented by the Chinese National Development and Reform Commission and the Ministry of Water Resources. He has also been responsible for preliminary work on major national projects such as the Yangtze-to-Han River Water Diversion Project, regulation and storage for the South-to-North Water Diversion Middle Route, and comprehensive improvement of the Four Outlets of Dongting Lake.He has presided over multiple national key research initiatives, including the Eighth Five-Year Plan scientific research projects and National Natural Science Foundation projects on major engineering safety monitoring for the Three Gorges Project, Geheyan Project, and Jiangya Project. He has also led safety monitoring programs for critical waterconservancy and hydropower projects such as the Three Gorges Project, Geheyan Project, and the Hidden Works of Key Yangtze River Levees Project. Among these, the landslide monitoring project at Geheyan on the Qingjiang River was awarded the Second Prize for Scientific and Technological Progress in Hubei Province.He has proposed innovative approaches for sand mining supervision, guided and coordinated sand mining management and oversight across the Yangtze River basin, and promoted inter-ministerial collaboration between the Ministry of Water Resources and the Ministry of Transport to establish a long-term mechanism for joint governance.He has spearheaded the development of the Digital Twin Danjiangkou Project, which was selected for Top Ten Model Projects for Digital Twin Water Conservancy Construction (2023) by the Ministry of Water Resources of China.
