Simon Baker

Simon Baker leads AECOM’s global wastewater treatment sector.Mr. Baker obtained his Bachelor’s degree from City University, London, and his Master’s degree from the University of Newcastle Upon Tyne.He has over 30 years of experience in all aspects of project lifecycle for wastewater treatment plants, including planning, design, construction, commissioning and operations and maintenance. He has worked on significant infrastructure projects around the world including in the UK, Dubai, China, Singapore, United States and Canada.Mr. Baker worked on several PPP wastewater treatment projects in the late 1990s in Scotland, as part of the EPC team. Many of these projects have or are close to reaching the end of their PPP term with hand back to Scottish Water.In the 2010s, Mr. Baker, as owner’s agent, was responsible for delivering North America’s first design-build-finance-operate-maintain (DBFOM) wastewater treatment project for a municipal government. This project was for the City of Regina in Canada. Mr. Baker was responsible for the project through all stages including planning, preliminary design, procurement, design and construction, and performance testing. The project is 11 years into its 25-year term, and Mr. Baker continues to support the owner in the management of the contract.
